Republican libertarians: the past or the future?

With issues like the war in Iraq, the Patriot Act, the now (thankfully) overturned steel tariffs, marriage amendments dividing libertarians and conservatives, both within and between the camps, do organized Republican libertarians like the Republican Liberty Caucus — holding their annual convention this month —represent a constituency that will influence the party, or win/deny it success in this Presidential election year?
